copy of a telegram received from Colonel Thomson regarding

the 5.8. "Kolya".

This vessel would be of the greatest assistance to this Government for purposes of relieving the coal situation; and I propose accordingly, if you see no

Colonel Thomson's objection, to send the enclosed telegram. telegram was in Admiralty Cipher, and I would ask you to be so good as to have the reply sent, at the expense of this

Government, in the same cipher.
